Sudah pernah mendengar proyek ini? MIT Media Laboratory -yang dikomandani Nicholas Negroponte (chairman) dan Mary Lou Jepsen (chief technology officer)-mencanangkan program laptop murah untuk anak sekolah (terutama) di negara-negara berkembang. Harga yang diajukan hanya sebesar $100 per buah dan dijual hanya kepada pemerintah dalam jumlah besar untuk didistribusikan kepada murid-murid yang memang layak membutuhkan.

Spesifikasi teknis yang ditawarkan kira-kira meliputi processor dengan kecepatan 500MHz, memory 1GB, dan berbasis sistem operasi Linux. Laptop ini juga sudah Wi-Fi enabled dan mendukung port USB. Teknologi inovatif konon juga dimasukkan pada sistem power untuk screen. Proyek ini sudah terdengar gaungnya sejak lama (Januari 2005) dan benar-benar akan diluncurkan tahun depan.

Tahap produksinya saat ini sedang dilakukan. MIT sudah membuka tender untuk mass manufacturing produk ini. Apple termasuk yang memasukkan penawaran menarik. Sayangnya tawaran ini ditampik dengan alasan MIT lebih menyukai sistem yang bisa dikembangkan sendiri oleh developer mereka tanpa ketergantungan berlebih pada Apple. Konon Cina, Brasil, Thailand, Mesir, dan Nigeria sudah menyatakan minatnya untuk membeli masing-masing setidaknya 1 juta unit. Untuk pasar komersial juga telah dipersiapkan produk serupa dengan harga sekitar $200. Tidak tanggung-tanggung, perusahaan besar sekelas Advanced Micro Devices (AMD), Brightstar, Google, News Corporation, Nortel Networks, maupun Red Hat ikut memberi kontribusi dalam proyek ini.

Pertanyaannya kemudian adalah, mampukah Indonesia memanfaatkannya? Tentu saja hal ini sangat tergantung pada political will para punggawa negeri ini. Tapi asumsikan saja pemerintah mau memborong 1 juta buah laptop. Berarti total kos yang dikeluarkan sekitar $100 juta atau kurang lebih Rp 1 triliun. Dibandingkan dengan APBN kita yang, lets say, ratusan triliun itu, angka ini jelas relatif kecil. Bahkan kurang dari anggaran biaya kepresidenan selama kurun waktu satu tahun.

Lalu soal manfaatnya? Tentu saja sangat strategis, berdampak besar, dengan skala nasional. Bayangkan andaikata 1 juta anak sekolah di daerah-daerah terpelosok bisa memiliki akses untuk ilmu pengetahuan terkini dan informasi yang selalu up-to-date dari dunia internasional. Andaikata satu buah laptop digunakan secara bergantian oleh 2 atau 3 anak, maka akan ada 2-3 juta anak Indonesia yang mempunyai akses ke laptop. Belum lagi jika akses internetnya dimanfaatkan, tentu saja manfaatnya bisa meningkat lebih tinggi lagi. Kalau akses internet belum terjangkau penuh, masih bisa digantikan oleh CD berisi mata pelajaran atau informasi lain yang membuat laptop murah ini tetap bermanfaat.

Akibatnya, dengan bantuan laptop murah ini mutu pendidikan bisa perlahan terangkat. Anak Indonesia sedari kecil akan mulai terbiasa dengan bahasa Inggris -bahkan mungkin bahasa Perancis, Jerman, Mandarin, Jepang, dan seterusnya. Kerjasama mutualisme dengan anak-anak sekolah di negara lain juga bisa mulai dibangun. Tentu saja hal ini akan sangat berdampak besar bagi wawasan mereka. Dalam jangka panjang, semoga saja akan ada banyak calon pemimpin dari daerah terpencil yang nantinya mampu merealisasikan bakat dan kemampuannya sendiri. Bukan mustahil kalau di tahun 2015 nanti akan muncul pemenang Nobel berkebangsaan Indonesia. Who knows?

Kendati demikian, di banyak daerah pelosok, akses jaringan listrik (apalagi jaringan internet) mungkin belum bisa diperoleh. Tetapi di sisi lain hal ini akan menciptakan tantangan bagi praktisi teknologi di negara ini untuk merancang dan menciptakan jaringan listrik maupun jaringan internet secara kreatif, murah, namun tetap efektif. Misalnya membuat sumber lisrik yang digerakkan oleh tenaga engkol manusia, atau generator listrik seperti halnya lampu sepeda, atau bahkan sel surya, kincir angin, atau dinamo hidro yang lebih sophisticated. Untuk akses internetnya mungkin bisa dibuat semacam antena parabola yang digerakkan oleh sumber listrik tadi. (Maaf, mungkin teman-teman yang punya background engineering jauh lebih tahu dari saya)

Lalu bagaimana dengan resikonya? Tentu saja resiko itu selalu ada. Misalnya korupsi di lapangan di mana laptop murah ini justru dijual ke pihak lain sehingga pemanfaatannya menjadi berantakan. Idealnya memang pemerintah membeli dalam partai besar kemudian menyalurkannya kepada sekolah-sekolah melalui mekanisme yang benar-benar baik. Prioritasnya adalah daerah-daerah yang miskin dan terpencil. Tentu saja disertakan bersama paket infrastruktur yang layak, termasuk gedung sekolah yang memadai, antena parabola, sistem jaringan Wi-Fi, dan seterusnya.

Baru-baru ini, RUU tentang guru dan dosen telah disahkan menjadi UU. Ini adalah pertanda baik bagi kemajuan pendidikan negeri ini. Kesejahteraan dan nasib guru mulai diperhatikan. Kualitas staf pengajar juga mulai distandardisasikan. Dan andai saja pemerintah juga merencanakan untuk mengambil manfaat dari program ini, tentu saja manfaat yang diperoleh akan luar biasa besar. Memang benar bahwa ini uang yang tidak akan kembali dalam bentuk nyata. Tetapi, seperti halnya apa yang telah diamanatkan UUD 1945, usaha-usaha untuk mencerdaskan bangsa dan menghasilkan pribadi yang lebih cerdas dan lebih terampil perlu mendapat prioritas.

Saya pribadi saat ini memang belum punya kemampuan untuk ikut berpartisipasi dalam program mulia semacam itu. Keterbatasan saya tentu ada pada lack of knowledge, lack of skills, lack of capabilities, dan tentu saja soal pendanaan. Tapi, kalau boleh saya menghimbau buat para pakar dan praktisi teknologi informasi dan komunikasi di negeri ini, marilah kita sama-sama turun ke lapangan, berbuat sesuatu yang riil dan bermanfaat bagi negeri ini. Tidak melulu hanya berkoar-koar di seminar, melakukan debat kusir di media, menulis di blog (seperti saya), atau mungkin, malah mengurusi blogger yang usil membuat manipulasi foto. ;)

AMD’s Turion line ranks well but the performance isn’t as great as the Core Duo line of chips.

Hard drive space is significant too. If you do not have enough space you may continually be backing up items so you can clear out some space on your hard drive to keep your computer running. Keep in mind that media files take up the most space. So if you aren’t storing large amounts of flicks and music on your PC you will probably be just fine with a 60-80 GB hard drive.

Other things to consider are your marginals. As an instance, you need wireless net access. If your inexpensive notebook computer doesn’t come with one you could have to get a wireless card. Will the PC have a multimedia reader? Depending on how frequently you need to transfer information these can be quite helpful. Your optical drive can be crucial too. Will the inexpensive notebook PC you’re looking at have a CD/DVD burner? Having a drive that is interchangeable might be a pleasant feature to search for as well.
